Data-driven decision-making is a misnomer
The word “data” seems to raise the idea of tons of numbers in our heads. But that’s not what data is about.
Data is simply about having facts or information in a storable and sharable form.
Data-driven decision-making, then, is simply decisions based on information. But all decisions are based on some kind of information.
A better word, IMHO, would be algorithmic decision-making, which is decision-making based on clear and reproducible rules. Rules you can use to feed the stored and shared information into and derive the same decision.
